To approve recommendation by AD Streetscene for new alternate weekly collection arrangements for POPs in upholstered domestic seating, bulky items, WEEE and Small WEEE due to new legislation and recent separation of resources from Bolsover.

To buy back 9 Westwood Road, Calow which was sold to the current owner through the right to buy scheme. The independent RICS valuation is £190,000 and will be purchased at the valuation price less £15,580 discount which is to be paid back.

To increase the fees and charges in relations to Cemeteries, Sports pitch hire and Parish Council services by 1%.

To authorise the officers specified in the attached schedule to exercise the powers set out therein on behalf of the Joint Assistant Director - Planning & Environmental Health (JAD) - insofar as those powers are consistent with the delegated powers reserved to the JAD in Para 9 of the Scheme of Delegation. This authorisation is in respect of the functions exercised in both North East Derbyshire and Bolsover districts.

To approve the letting of Unit 13E Stonebroom Industrial Estate, Stonebroom, Derbyshire DE55 6LQ to J K Atkinson, on a standard Council 3 year lease for industrial property.

Approval is granted to commission Templar Roofing Services Ltd to carry out investigatory work to establish the cause of ongoing leaks to the Gym/Reception Foyer roof and to carry out repairs to damaged underground drainage at Dronfield Sports Centre for the sum of £1,287.00 / £4,650.00 (budget code G201 2121).

Purchase of 12 No. Etesia Rotary mowers at £11,220.

Purchase funded via the Council's Grounds Maintenance revenue operating account.

Tenders were invited to comply with Council procurement rules with only two returns received.

That a temporary licence to Churches in Together in Dronfield and District for use of land at Manor Library Gardens, Dronfield be approved, on the standard terms and conditions for such licences.

The appointment of a temporary employee w.ef 2 March 2016 to carry out a review of Electoral Services within BDC and NEDDC.

The temporary contracts is for approx 20-25 days over a 15 month period at a daily rate of £577 per day. It is anticipated that the maximum cost will be one of £15,000 split equally between the two Councils.

The cost will be met from the Transformation Reserve at BDC and from Invest to Save Reserve at NEDDC.

That the temporary contracts of the four Ambition Key Workers be extended until 31st March 2017.

That the temporary contract of the Ambition Team Leader as Project Manager be extended until 31st July 2017.

That, subject to consultation with Sheffield City Council and relevant partners, a new dedicated "Employer Engagement Worker" be appointed once funding has been confirmed, to report to the Project Manager along with the Key Worker posts.

That the post of Health Advisor not be extended after 31st March 2016.

That the retail lock up shop 2 Southgate, Eckington S21 4FT be let to Mr B Wheelhouse under the terms of a standard Council 3 year lease for commercial property.

Formation of sponsorship agreement in respect of traffic island at the junction of Hardwick Drive, Chesterfield Road and Sutton Lane, Arkwright by Calagran Four Paws Hotel for an initial period of one year.

Following procurement to commission KKP consulting to undertake an audit of built sports facilities, playing pitch and outdoor sports facilities in both Districts culminating in the preparation of two separate (BDC and NEDDC) standalone Built Sports Facilities and Playing Pitch Strategies (BSFPPS) for the period 2016-2033. Value £35,750 total cost to be met from existing Local Plan and Leisure Budgets.

To increase fees and charges in respect of commercial waste collection charges set out at Appendix 1 to reflect inflationary and waste disposal cost increases.

Formation of sponsorship agreement in respect of traffic island at the junction with A61 Unstone/Dronfield By-Pass, A61 Chesterfield Road, B6057 Jordanthorpe Parkway and B6057 Sheffield Road, Dronfield by Little Acorns Nursery for a period of three years.

To appoint one agency worker for up to 3 months to provide essential professional planning support at a principal level to the Planning Policy Team.

This is based upon an hourly rate of £41 with a likely total cost in the region of £20,000 which can be met within the existing staffing budget.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for Sunday, 12th June 2016 from 12.30pm to 5.30pm on Main Road, Old Brampton.

The appointment of an external consultant (Gauge Job Evaluation Specialist) to undertake an external review of the Environmental Health Job Evaluation process and outstanding appeals.

The consultant charges £500 per day for JE services and it is anticipated that 5-7 days will be required to review what has happened to date, review the second stage appeals and produce a final report for the Chief Executive.

The cost will be met from approved Environmental Health budgets.

To grant a determinable tenancy agreement for grazing land at Springvale Road, Danesmoor, to Kathryn Powdazyski under the Council's standard terms and conditions for grazing licences.

The recruitment/appointment of a relief Chauffeur at NEDDC on a casual contract to work Mon-Sun as and when required at £8.25 / hour.

The cost will be met by the savings arising from the vacancy in respect of one of the three Caretakers posts.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for Jackson Avenue, Sales Avenue, Hoades Street, Ford Street, Part of Redfern Street, Wingfield Road, Ward Street, Ankerbold Road, Queen Victoria Road and Green Lane, Tupton on Saturday 23rd July 2016 from 11.45am to 2.15pm so they can hold a Parade as part of their annual Carnival.

To enter into agreement with the County Council in order to provide enhanced landscaping and attract potential sponsorship on the recently adopted traffic island at the A61 Clay Cross.

Purchase of 1 No used refuse narrow track 4 x 2 lorry at £22,250 and 1 No used DAF 7.5 tonne caged vehicle at £6,500 from Bolsover District Council.

Purchase funded via the Council's approved capital replacement programme.

Vehicles are purchased via end of lease option from BDC's lease provider. Vehicles have full service history and second hand trade valuations represent good value to the Council.

Consideration has now been given to the contractual conditions and officers are satisfied that outstanding matters of detail have been clarified and resolved. Accordingly officers are now in the process of actioning the delegation and agreeing contractual terms.

To approve the letting of Unit 2 Pavilion Workshops Park Road, Holmewood S42 5UY to Crusader Brewery Services Ltd, on a standard Council 3 year lease for industrial property.

To extend the contract for cash collection with Security Plus Limited for a further year until 31 August 2017 in line with the original tender.

To modify the Taxi Licensing Policy: Hackney Carriages & Private Hire Vehicles (CCTV Supplement) to the extent outlined in Appendix 1 to this document.

To undertake a fast track procurement process in order to contract additional suppliers able to meet the Councils’ CCTV in Taxis specification.

To advertise a RFQ opportunity following the accelerated procedure allowed for in procurement procedures, with a 10 day submission timescale.

To directly alert known suppliers, likely to be able to meet the specification, of the opportunity in order to maximize competition opportunity.

To make a public path Stopping Up Order for Public Footpath no. 52 (Part) in the Parish of Eckington, under Section 257 of the Town and Country Planning Act 1990 (“the 1990 Act”) because it is satisfied that it is necessary to divert the footpaths to which this Order relates in order to enable development to be carried out in accordance with planning permission granted under Part III of the Town and Country Planning Act 1990 namely “22/00806/FL, Application for the Change of use of former Public house (Sui Generis) to single dwellinghouse (C3) (Conservation Area/Affecting a Public Right of Way) | Butchers Arms Main Road Marsh Lane Sheffield S21 5RH”, conditionally approved by The North East Derbyshire District Council on 21/10/22.

Replacement of the Council's Civic Car (Volvo Saloon) due to reaching the end of its extended utilisation period.

The replacement (Ford Galaxy) will be purchased by way of the Nottinghamshire Procurement Partnership Framework Contract at a cost of £26,529.

Light commercial vehicles are procured via the Nottinghamshire Consortium Procurement Partnership Framework Contract, for the provision of Cars, Light Commercial Vehicles up to 3,500kg GVW and Minibuses (Ref: 2015/5087 - 157149) awarded to Perry's (02.05.15).

Approval is granted to contract the PK Group Ltd to carry out refurbishment of the communal WCs at Southgate Shops, Eckington S21 4FT and the sum of £24,480.17 is allocated from the Asset Refurbishment Budget within the Capital Programme.

That a temporary Licence on 3 December 2016 to Tupton Parish Council, be approved, subject to the Council's standard terms and conditions for temporary licences.

To approve the letting of Unit 5 Pavilion Workshops, Park Road, Holmewood S42 5UY to Kuci Imports Limited, on a standard Council 3 year lease for industrial property.

To modify the staffing structure within the Business Development Team to replace the "Senior GIS Officer" and "GIS Officer" roles with two posts covering LLPG and GIS responsibilities and commence recruitment in to this currently vacant post.

To undertake work at the former Locko Brook Depot including supply and erection of a Palisade fence, backrfilling excavations undertaken by intruders on the site, cap manholes with bolted down metal covers, asbestos sweep of adjacent footpath at a total cost of £15,400.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for a Remembrance Day procession on Sunday 13th November 2016 from 9.45 am to 12.00pm from School Lane junction with Appletree Drive along School Lane to Church Street, continuing onto High Street to the roundabout junction of High Street and Gosforth Lane, Dronfield.

That a temporary licence to Amco Rail to erect a site compound on land off South Close garage site, Unstone be approved for a period of 6 months, under the Council's standard terms and conditions for such licences.

Purchase costs have been agreed following survey and valuations undertaken by the District Valuer.

The appointment of an external consultant (Gauge Job Evaluation Specialist) to undertake, along with the out-going Senior HR Adviser and the Trade Union JE analysts at both BDC and NEDDC the job evaluation exercise for the proposed new structure for the HR, Payroll and H&S Service.

The consultant charges £500 per day for JE services and it is anticipated that 4 days will be required to undertake as a minimum all HR positions and the two other Manager positions.

The cost will be met from the current HR and Payroll budget which has underspends due to vacant posts.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for a Christmas Market, on Market Street (between Gosber Street and Royale Close), and Part of Southgate (fron the junction of Market and the junction of Station Road, Eckington on 9th December 2016 between 1.45pm and 8.15pm.

a) To re-appoint consultants (Nathaniel Lichfield & Partners) to update and supplement an earlier Employment Land Review. This will further contribute to evidence base work on the Local Plan, to the value of around £11,000 (excl. VAT).

This is on the basis that it is an extension of the original contract let to Nathaniel Lichfield & Partners on 6th August 2013 (Ref: NEDDC/SPU/42/13) by virtue of 4.1(c) and is exempt from the requirement for further tendering.

(Nathaniel Lichfield & Partners have confirmed that the rates are the same as the original work and that "It will not therefore be necessary for NLP to revisit much of the initial contextual analysis, which would allow NLP to pass on cost savings to the client".

Any additional cost results from an online business survey, to address shortcomings in the original evidence plus a £1,500 cost for a forecast update (an update of the original employment forecast is not available). The survey work is cost effective as part of an extension of contract; the additional date from an external source is a separate on cost).

AND

b) To re-appoint consultants (Aspinall-Verdi) to undertake further work to update and expand an earlier Employment Sites Review (Market factors). This will further contribute to evidence base work on the Local Plan, to the value of around £10,000.

This is on the basis that it is an extension of the original contract let to Aspinall-Verdi on 15th September 2013 (ref: NEDDC/LM/RC/2014/216) by virtue of 4.1(c) and is exempt from the requirement for further tendering.

Aspinall-Verdi states: "In terms of our fees we have adopted our historic rates for this commission.

To implement the attached proposed fees and charges review from 1st January 2017.

Slight amendments to Joint Compliments/Comments and Complaints policy.

To approve the grant of a temporary licence to Eckington Town Team for the installation and operation of festive lights within the trees on Council owned land at Southgate, Eckington under the Council's standard terms and conditions for such licences.

To approve the granting of a licence to Unstone Parish Council to site a flower bed on land at Main Road, Unstone.

To extend the work with Extreme Wheels as an ASB and Crime Diversion project for another 3 years at a cost of £95,750 all of which is externally funded. The start date for the contract is September 2022 to September 2025.

That a temporary licence to Churches Together in Dronfield and District, for use of land at Manor Library gardens, Dronfield, be approved, on the standard terms and conditions for such licences.

Purchase 1 No Ford Transit Custom 310 L2 H1 panel van, 2.0L Front Wheel Drive 130 ps Base model, Frozen white complete with dog warden conversion and fitments at £26,776.42 plus 12 month VED (£230) and first (£55) registration fee.

Funded via the Council's approved capital replacement program.

To approve the letting of Unit 1 Pavilion Workshops Park Road, Holmewood S42 5UY to PRY Electrical Limited on a standard council 3 year lease for industrial property.

Review of the Joint Bolsover District Council & North East Derbyshire Waste & Recycling Collection Policy, undertaking minor amendments to reflect introduction of heavy duty woven plastic bags for paper containment and changing resident bin presentation time at NEDDC from 7.00 am to 6.30 am.

- To award the contract for the provision of mobile voice and data to EE based on a 24 month direct award via the Crown Commissioning framework RM1045, Lot 6. The contract value is £27,360.

Purchase of 1 No trailed hydraulic 7 gang mower unit at £22,599.
