Replacement of plant by way of hire/lease is not considered to offer good value to the Council and reduced flexibility how plant and equipment is managed throughout the course of their anticipated life. Outright purchase is considered the most cost effective option and provides greater flexibility in how the asset is managed over its anticipated 10 year period of utilisation.
