To extend the work with Extreme Wheels as an
ASB and Crime Diversion project for another 3 years at a cost of
£95,750 all of which is externally funded. The start date for
the contract is September 2022 to September 2025.
The work with Extreme Wheels constitutes an
extension to an existing agreement we have had with them for the
past 10 years.
Extreme Wheels are part of the NED Community Safety Partnership and
signed up to all our Derbyshire wide information sharing protocols,
this is not simply about Diversionary activities for young people,
this is targeted work with some of the most disengaged young people
who are either perpetrators of crime and ASB or are on the cusp or
becoming perpetrators of crime and ASB.
Those who understand the offer of Extreme Wheels will understand
the subtleties around the provision which are not quite as tangible
as the actual activity delivery but equally as important - the
importance of the close relationship with Community Safety and
other agencies formed over a long time with specific regard to
being our ‘eyes and ears’ and paying due regard to
‘safeguarding’, in particular along with the shared
objectives of diversion away from ASB and crime and community
cohesion and distraction methodology. There is far more to it than
an activity coaching session / youth club activity.
It is felt that it would not be in the interests of the service or
the Council to tender the contract. There is a need for quick and
speedy delivery of Extreme Wheels as well as the need for the
service to be transferred around the District quickly based upon
Police calls for Service / crime and ASB figures. This has to
happen based upon Police data and can change weekly. The need for
Extreme Wheels to be integrated into our Partnership to gain this
intelligence is essential. Therefore Extreme Wheels have to be
signed up to all our information sharing agreements, as well as
those of our external partners.
The Funding we are currently using for this work is Police and
Crime Commissioner Funding, UK Prosperity and the Home
Office’s Safer Streets round 4. The need to spend this
funding within the dedicated, allocated and specific time frames is
required. If required to tender this could take us over the funding
time frames specified and potential funding could be lost and the
provision of the service.
Extreme Wheels is a bespoke service and very few organisations
within the locality or nationwide can provide the same delivery
model as Extreme Wheels does. It is not guaranteed that a tender
would produce a result.
