IMPLEMENTATION OF AMBITION EVALUATION RECOMMENDATIONS AND EXTENSION OF TEMPORARY STAFF CONTRACTS

Decision:

That the temporary contracts of the four Ambition Key Workers be extended until 31st March 2017.

That the temporary contract of the Ambition Team Leader as Project Manager be extended until 31st July 2017.

That, subject to consultation with Sheffield City Council and relevant partners, a new dedicated "Employer Engagement Worker" be appointed once funding has been confirmed, to report to the Project Manager along with the Key Worker posts.

That the post of Health Advisor not be extended after 31st March 2016.

Reasons for the decision:

The Ambition programme aims to assist young people in the area who are at risk of long term unemployment. NEDDC is the accountable body for the Ambition Programme and the East Midlands delivery partner.

An interim external evaluation of the Ambition project recommends a "forward strategy" which these posts help to deliver.

The extensions to contracts will be fully funded through a grant £728,697.00) from Sheffield City Region, at no cost to the Council.

Having the posts in place will enable effective, value for money project management of the Ambition project and will free up the Employment and Skills Officer for other duties.

It will also strengthen and enhance the critical links with employers to ensure the project can deliver its targets through securing additional work placement opportunities.

The Health Advisor role is not required to the extent as initially anticipated. The external evaluation confirmed that funding would be better directed to employer engagement.

It is proposed to buy in specialist health advice as and when required by clients.

Alternative options considered:

To do nothing, but this would increase the risks of project failure, reduce impact and ultimately increase costs of dealing with the issues Ambition seeks to address.
