Procurement of a Mobile Voice and Data Contract

Decision:

- To award the contract for the provision of mobile voice and data to EE based on a 24 month direct award via the Crown Commissioning framework RM1045, Lot 6. The contract value is £27,360.

Reasons for the decision:

Revenue savings of £7,500 per annum and £15,000 over the life of the contract (24 months)
Provides a ‘technology fund’ of £10,000 to assist with the replacement of ageing mobile device stock
Provides a mobile device management solution which allows policy to be implemented to restrict access to sites and installation of software applications in breach of the ICT Information Security policy. This solution will also provide an automatic deployment method of approved mobile software applications

Alternative options considered:

- allowing the current contract to ‘roll over’. Rejected as this would not conform to Council procurement rules and would not deliver savings.
- appointing an alternative provider. The three main mobile voice and data providers were engaged in competitive dialogues and requested to provide quotes based on our requirements. EE provided the best value of all providers. Coverage was also considered and EE provided the best overall coverage across the district.
