This change can be contained within the existing pay budget (reduction from Grade 7/8 to Grade 6).

To increase the hours of the Chief Accountant (Deputy S151 Officer) from 24 hours to 30 hours per week with effect from 13 March 2023

The cost of this change is £5,963

To appoint two agency workers for up to four weeks to provide essential administrative support to the Planning Policy Team.

To enable Phil Slater, Principal Planning Officer, to determine such submissions as set out within his job description and duties.

To make a licence to temporarily close six spaces at the Civic Centre Car Park, Dronfield, on Thursday, 25th June 2015 from 7.00am until 5.45pm for use by the BBC Radio Sheffield "Interactive Bus".

To approve the grant of a temporary licence to Avonside Roofing for use of land at Hucklow Avenue, North Wingfield under the Council's standard terms and conditions for such licences.

To approve the letting of the lock-up shop Unit 2 Southgate, Eckington on a standard 3 year lease for commercial property to Mr Darren Wilson - Trading as "Wide Open Bikes" for the retail sale of cycles, cycle accessories, cycle repairs and servicing.

To grant a determinable tenancy agreement for the use of NEDDC lane at Ankerbold Lane, Tupton to Mr D Prime for the location of pigeon loft(s), under the Council's standard terms and conditions.

Following a Procurement exercise the appointment of Gatenby Sanderson to assist in the recruitment of a new Joint Chief Executive Officer for the two Councils. The cost for the service is £14,750 plus VAT plus advertising costs.

To approve the revised Job Description and Person Specification for the Joint Chief Exexutive role.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for Jackson Avenue, Sales Avenue, Hoades Sstreet, Ford Street, Part of Redfern Street, Wingfield Road, Ward Street, Ankerbold Road, Queen Victoria Road and Green Lane, Tupon on Saturday, 18 July 2015 from 11.45 am to 2.15pm so they can hold a Parade as part of their annual Carnival.

Formation of sponsorship agreement in respect of traffic island at the junction of Williamthorpe Road, North Wingfield/Holmewood by Minorfern for an initial period of one year.

To approve the granting of a temporary occupancy licence for the staging of Tupton Summer Carnival on Council owned land at Sales Avenue, Jackson Avenue, Ford Street & Hoades Street, Tupton on Saturday, 18 July 2015.

To adjust the opening hours of the Contact Centre to the public Monday to Friday 9.00 - 5.00 pm at both Saltergate and Mill Lane from Monday, 6th July 2015.

To approve the grant of a licence to M Oakley to site a memorial bend on land at Ford Pond, Ridgeway on the Council's standard terms and conditions for such licences.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for The Green, North Wingfield, between number 1 and 3, on Saturday, 1st August 2015 from 12.00pm to 5.00pm, so that the Community can hold a "Community Fun Day".

Assistant Director Streetscene be authorised to recruit 1No. Community Recycling Promoter on a temporary basis for a 12 month period; the cost of which is fully met from external funding received.

Joint Assistant Director (Planning) authorises the officers specified in columns 3 and 4 of the attached schedule to undertake the functions and exercise the decisions specified in column 1 of the attached schedule subject to the specified terms and conditions.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for the B6051 (Millcross Lane), Barlow, on Saturday, 15th August 2015 from 1.55pm to 3.00pm so they can hold a Parade as part of their annual Carnival.

To appoint OPUN as lead consultant for the production of regeneration frameworks for Killamarsh and Dronfield.

- To approve the secondment of NEDDC's Housing Strategy Officer to Bolsover DC for 2 days per week for up to two years.

- This secondment will terminate on the completion of phase 2 of the review of the Strategic Housing functions across both Councils and once all posts are filled.

To authorise the officers specified in the attached Schedule to exercise the powers set out therein on behalf of the Joint Assistant Director, Planning & Environmental Health (JAD) - insofar as those powers are consistent with the delegated powers reserved to the JAD in Para 9 of the Scheme of Delegation. This authorisation is in respect of the functions exercised in both North East Derbyshire and Bolsover district.

This supersedes the authorisations given in DD/164/14/JA on 23 December 2014.

To designate the Wingerworth Neighbourhood Area as a neighbourhood area for the purposes of section 61G(1) of the Town and Country Planning Act 1990 as amended which was requested by Wingerworth Parish Council.

To appoint Nuway to provide the Council's AV and microphone solution for the District Council Offices at Mill Lane, Wingerworth at a cost of £45,709.95 which is broken down as follows:

To designate the Wessington Neighbourhood Area as a neighbourhood area for the purposes of Section 61(G)(1) of the Town and Country Planning Act 1990 as amended which was requested by Wessington Parish Council.

A copy of the area designated is outlined in red on the attached appendix marked Map A.

To approve the letting of Unit C1 Ellisons Road, Norwood Industrial Estate, Killamarsh, Sheffield S21 2JG to Austalex Limited, on a standard council 3 year lease for industrial property.

The appointment of Frontier Software as management consultant to assist with major upgrades to the HR and Payroll System provided by Frontier Software.

The appointment of an agency worker to NEDDC Payroll from Friday, 14th August 2015. The worker to be engaged for 30 hours a week at £16.78 per hour.

To make a Temporary Road Closure Order under Section 21 of the Town Police Clauses Act 1847 for Church Street, Ashover on Sunday, 6th December 2015 from 4.00pm to 6.00pm.

To approve the secondment of Bryan Harrison, Senior Regeneration Officer and Urban Designer NEDDC to BDC for two days a week up to the end of May 2016. Working under the line management of Allison Westray-Chapman, Joint Assistant Director Economic Growth, to provide regeneration framework and expertise to support the development of the Regeneration Frameworks for Bolsover District.

To approve the reciprocal arrangements to second Paul McGrath, Senior Economic Development Officer BDC to NEDDC for two days a week up to the end of May 2016. Working under the line management of Allison Westray-Chapman, NEDDC Joint Assistant Director of Economic Growth, to provide expertise on major sites and infrastructure developments, including the former Coalite site, Biwaters and The Avenue. The cost of the secondment will be based on a like for like exchange. The salaries are broadly similar not necessitating financial reimbursements.

NEDDC receives an annual sum of money to assist in the prevention of homelessness.

NEDDC received a total of £103,886.68 from CLG in 2015/16 as the homeless prevention grant. The sum of £36,050 was made available for projects to support the work of the Housing Options Team.

It has been agreed by the Portfolio Member for Housing and Social Inclusion and the Joint Director of Transformation that the amount referred to above is allocated as follows:-

- £12,000 to Derbyshire Domestic Violence and Sexual Abuse Service to part fund an advice worker, funding for floating support for their dispersed refuge scheme and promotion of the sanctuary scheme within the private rented sector.

- £12,000 as part contribution for the delivery of the County Court duty representation for mortgage repossession cases by Derbyshire Law Centre (formerly Chesterfield Law Centre). This will be paid for out of remaining Mortgage Rescue Scheme funding.

- £4,000 to be used as a bond pt to enable the Housing Options Team to deliver the bond guarantee scheme.

- £10,000 as part contribution towards a scheme assisting non priority single homeless people into accommodation. This is a joint scheme with Bolsover District and Chesterfield Borough Councils.

- £3,000 contribution towards the cost of a county wide Move On Officer who delivers the move on protocol. This post essentially assists vulnerable households out of supported accommodation and into settled accommodation (an additional benefit is that it reduces bed blocking of supported units). The post also developed a protocol for patient's being discharged from hospital.

- £3,600 to obtain two units of supported accommodation for young people at Newbold Court.

- £3,450 to be allocated throughout the year as small payments or contributions by PRS and Housing Options Manager (previous uses include payments to furniture project and Pathways Day Centre).

Where required the organisations have completed the Council's standard funding application form and these have been approved through the agreed assessment procedure.

The above expenditure totals £48,050 consisting of:-

£36, 050 - CLG Homelessness Grant;
£12,000 - Mortgage Rescue Scheme Funding.

The acquisition of furniture for the Council Chamber and offices at Mill Lane at a cost of £54,000 from within the agreed budget from Move Management Asset Removal Ltd.

NEDDC to Invoice BDC for 50% Joint Empty Properties Officer's Salary and Costs.

To grant a determinable tenancy agreement for grazing land at Norwood Place, Killamarsh to Ms Angela Willoughby under the standard terms and conditions for grazing licences.

To designate the Holymoorside and Walton Neighbourhood Area as a neighbourhood area for the purposes of section 61G (1) of the Town and Country Planning Act 1990 as amended which was requested by Holymoorside and Walton Parish Council.

Purchase of 2No Ransomes Highway 3 ride on mowing machines by way of direct purchase at £24,300 each.

Purchase to be funded via the Council's approved capital vehicle replacement program.

In procuring the equipment, tenders were invited by way of Source Derbyshire to comply with Council financial and tender requirements.

To appoint RAB consultants to carry out a catchment study for Brookfield caravan park, Tupton at a cost of £6840.

Purchase of 1 No cyclinder grinding machine at £20,794, funded by way of the Transport Team's revenue budget for replacement of plant and equipment.

Quotations were received in accordance with Council financial requirements and offer the most economically advantageous solution.

To approve the grant of a licence to Holmesfield Parish Council to site a notice board at the junctions of Woodside Avenue/The Crescent, Holmesfield, on the Council's standard terms and conditions for such licences.

Purchase of 12 No Etesia rotary mowers at a total of £10,350 via direct purchase, funded by way of the Council's Grounds maintenance revenue budget for replacement of plant and equipment.

To approve the letting of Unit 7 Pavilion Workshops, Park Road, Holmewood Industrial Estate, Holmewood, Chesterfield S42 5UY to Shaun Sydney Wilkinson on a standard Council 3 year lease for industrial property.

To accept for both Councils the renewal of the SLA with Derbyshire County Council for the provision of emergency planning services.

To approve a new lease of Unit 3, Midway Centre, Bridge Street, Bridge Street Industrial Estate, Clay Cross, Chesterfield, S45 9NU to G A Morley, on a standard council 3 year lease for industrial property.
