Decision:

To approve the secondment of Bryan Harrison, Senior Regeneration Officer and Urban Designer NEDDC to BDC for two days a week up to the end of May 2016. Working under the line management of Allison Westray-Chapman, Joint Assistant Director Economic Growth, to provide regeneration framework and expertise to support the development of the Regeneration Frameworks for Bolsover District.

To approve the reciprocal arrangements to second Paul McGrath, Senior Economic Development Officer BDC to NEDDC for two days a week up to the end of May 2016. Working under the line management of Allison Westray-Chapman, NEDDC Joint Assistant Director of Economic Growth, to provide expertise on major sites and infrastructure developments, including the former Coalite site, Biwaters and The Avenue. The cost of the secondment will be based on a like for like exchange. The salaries are broadly similar not necessitating financial reimbursements.

Reasons for the decision:

To provide dedicated expertise to Economic Development BDC to support the development of regeneration frameworks for Bolsover District. To provide a reciprocal arrangements to dedicate expertise to NEDDC to support major sites and developments. To achieve Corporate Plan and the District's growth ambitions as set out in the Growth Strategy (2014). To support the regeneration of town centres and new major employment site to achieve continued economic growth and increased NNDR.

Alternative options considered:

To recruit an agency staff on a temporary basis. This option would incur a higher budgetary burden for BDC and NEDDC. Furthermore an agency worker would not necessarily have an understanding of the towns, development sites and associated issues. Therefore this option would limit both District Council's ability to support the regeneration activity.
