Agree to extend the SLA with Citizens Advice Mid Mercia for a further 12 months until 31st May 2024 at a cost of £30,000.

Approval is granted to award Lanes Group Plc. the contract for the provision of the Drain Clearing Service for the period from the 1st June 2023 to the 31st May 2024 at the rates set out in the tender, reference: NEDDC/LC/007/2023

Lanes Group Plc. are recommended to be awarded the contract as the most economically advantageous tender as required by the Council’s Constitution PART 4 SECTION 10.1.

To engage tax consultants PSTAX to perform a bespoke exercise to review the Council’s liability to Stamp Duty Land Tax. And potential for refunds.

1. That the Examiner’s recommendations on the proposed modifications to the Ashover Neighbourhood Plan are accepted in full and that the Plan is formally brought into effect i.e. ‘Made’ as amended (see Appendix 1).

2. That a ‘Decision Statement’ to this effect is published on the council’s website (see Appendix 2).

To procure the services of Nigel McGurk to Examine the Brampton Neighbourhood Plan through the Neighbourhood Planning Independent Examiner Referral Service (NPIERS).

The nature of the work is to undertake the independent examination of the Neighbourhood Plan for Brampton, in accordance with the standard consultancy agreement for such work.

The work includes provision of a report on whether the Plan meets basic conditions (as required) and can be ‘Made’, with or without modifications.

The Consultant fee for this work is £750 per day plus expenses to a maximum (without written permission) of 10 days of time input. This may be needed if a hearing is deemed necessary.

The Council will fund this from the Neighbourhood Planning Grant Reserve which comprises Government funding claimed for previous Neighbourhood Planning work. The Council will be able to claim further funding after the revised plan comes into force following examination.

A review of the list of Politically Restricted Posts has been undertaken by the Head of Paid Service in consultation with the Monitoring Officer, the Section 151 Officer and the HR and OD Manager. The attached list is the result.

To establish a Legal Apprentice within the Legal Team and recruit to the post.

The cost of this change will be cost neutral as Rykneld Homes will fund this.

To increase the hours of the Legal Support Officer from 28.45 hours to 32.15 hours for a 6 month period and then review.

The cost of this temporary change is £1112.83 Such cost could be met partly by the vacant post within the team but if due to other outsourcing there is insufficient budget, such cost will be met from other council budget.

To pay an honorarium to the Legal Support Officers to reflect the work being undertaken. Their salary to increase from £21,967.92 to £23,194.27 (pro rata 32.30 hours).

The cost of this change will be £1,225.63pa plus on costs.

To approve the recruitment of three supported housing and PRS link officer posts for a fixed period of 3 years by utilising grant funding from the Department of Levelling up Communities and Housing and from the Homes for Ukraine County Council funding.

This change can be contained within the existing pay budget (reduction from Grade 7/8 to Grade 6).

To increase the hours of the Chief Accountant (Deputy S151 Officer) from 24 hours to 30 hours per week with effect from 13 March 2023

The cost of this change is £5,963

To approve recommendation by AD Streetscene for new alternate weekly collection arrangements for POPs in upholstered domestic seating, bulky items, WEEE and Small WEEE due to new legislation and recent separation of resources from Bolsover.

To approve the increase in fleet and labour resource as contained within this report manageable via existing budgets.

To demolish a pair of semi-detached houses (54 and 56 Chandos Cresent, Killamarsh)

To buy back 9 Westwood Road, Calow which was sold to the current owner through the right to buy scheme. The independent RICS valuation is £190,000 and will be purchased at the valuation price less £15,580 discount which is to be paid back.

To implement a Local Lettings Policy (also known as a Community Letting Plan) to 9 x 2 bedroom bungalows at Pine View, Danesmoor. This will be adopted for first lets only.

The Choice Based Lettings (CBL) and Allocations policy already supports Local Lettings Policies where appropriate, therefore decisions will need to be made on a scheme basis.
