Agenda Order

Minutes:

The Leader of the Council Councillor Martin Thacker MBE JP welcomed everyone to the Town Board meeting, which begun at Clay Cross Social Centre.

 

The Leader of the Council, with the consent of the meeting, changed the order of the agenda to consider the items in the order set out in these minutes. The appointment of a Chair and Vice-Chair of the Board was deferred until the workshop at 1.00 p.m.

 

 

7.

Apologies for Absence

Minutes:

Apologies were received from Liam Rooney (Derbyshire FA) and Lee Rowley MP.

 

8.

Walking Tour of Clay Cross Town Centre (10.30 am)

After appointment of the Chair and Vice-Chair, the Board will then move out into the Town Centre for the walking tour.  At the end of the tour, the Board will go to the Mill Lane Council Chamber for a buffet served from 12 Noon to 1.00 pm. 

Minutes:

All in attendance took a walking tour of Clay Cross Town Centre, which started and ended at Clay Cross Social Centre. The tour sought to put the Board’s discussions (and 1.00 p.m. workshop) in context, and inform them of some of the potential opportunities that could be included in the Investment Plan.

 

The tour encompassed the following key locations:

 

1) Clay Cross Social Centre

2) High Street

3) Market Street

4) New Bridge Street & Esplanade

5) Sharley Park Leisure Centre

6) Clay Cross Community Hospital

7) Broadleys Playing Field

 

The meeting was adjourned to reconvene at 1.00 p.m. Friday 28 February 2020 in the Council Chamber at Mill Lane.

9.

Appointment of Chair

After meeting at the Clay Cross Social Centre, Market Street, Clay Cross, Chesterfield S45 9JE  - the Board will appoint a Chair at 10.30 am.

Minutes:

The Leader of the Council reconvened the meeting at 1.00 p.m. He invited the Board to submit nominations for a Chair of Clay Cross Town Board.

 

Councillor M E Thacker moved and Councillor J Kenyon seconded that Gary Golden (Worcester Bosch) be appointed as Chair of Clay Cross Town Board. There were no other nominations and Gary Golden was appointed unopposed.

 

RESOLVED – That Gary Golden (Worcester Bosch) be appointed as Chair of Clay Cross Town Board.

 

10.

Appointment of Vice-Chair

The Board will appoint a Vice-Chair.

Minutes:

The Chair invited the Board to submit nominations for a Vice-Chair of Clay Cross Town Board.

Gary Golden moved and Councillor J Kenyon seconded that Councillor M E Thacker be appointed as Vice-Chair of Clay Cross Town Board. There were no other nominations and Councillor M E Thacker was appointed unopposed.

 

RESOLVED – That Councillor M E Thacker be appointed as Vice-Chair of Clay Cross Town Board.

 

11.

Workshop Session (1.00 p.m.)

The Workshop will begin at 1.00 pm.  First, Bob Murdoch (Worcester Bosch) will give a 10 minute presentation. 

 

Then three separate groups will consider the following issues:-

 

·      Transport

·      Connectivity

·      Skills, training and education (including the contribution of schools)

·      Innovation

·      Economic Development

·      Low/zero carbon opportunities

·      Housing

·      Health

Minutes:

Jillian Mitchell (the Workshop Lead) from Lomas & Mitchell Architects welcomed everyone to the Workshop and summarised the purpose of the Workshop. She explained that the Workshop was devised to bring together the Town Board and other interested parties to discuss issues in Clay Cross around three ‘priority themes’ – People, Place and Movement.  The output from the Workshop would be a record of proceedings written by her, which would inform a Brief which would go out for procurement for the Town Investment Plan.

 

Participants worked in three groups and debated issues around the three identified priority themes, and for each considered three questions:

 

1.     What does this mean to you?

2.     What are the barriers?

3.     How can we deliver?

 

Upon completion of the Workshop exercise, the Workshop Lead informed everyone that she would issue a record of Workshop proceedings to the Council in the next week, and then a brief would be prepared by Council officers with the proceedings in mind.

Date and Time of Next Meeting

Minutes:

The Board were informed that the next Clay Cross Town Board meeting was scheduled for 10.00 a.m. Friday 3 April 2020, and further details would be circulated in the near future.
