Apologies were received from Councillor M Foster and Cllr P Parkin. With the agreement of the Chair, Councillor A Powell contributed to the meeting virtually, through the electronic Conference Call system. He did not participate in the decisions taken by Cabinet at the meeting.

RESOLVED

 

(1)  That Cabinet noted the quarterly outturns against the Council Plan 2019-2023 targets.

 

(2)  That the Target RES 11 - Increase social media posts to at least 180 per quarter – be now monitored at a Service Plan level.

 

REASONS FOR DECISION To inform Cabinet of progress against the Council Plan targets and to bring to its attention specific achievements and areas of concern. 

 

OTHER OPTIONS CONSIDERED AND REJECTED - No other options were considered.  The report provided information and an overview of performance against agreed targets.

 

Please note that this was not a Key Decision and so can be implemented with immediate effect by officers.

Minutes:

Cabinet considered performance against the Council Plan targets, for the first quarter of the 2021-22 financial year. Cabinet heard that nearly half of the Plan targets had been on track to be achieved. Members also heard that fewer targets had been affected by the Coronavirus (Covid-19) outbreak than in the previous quarter. 

 

Cabinet noted that on Target ENV 08, a draft Climate Change Communications Strategy had been developed, which was now nearing completion. Cabinet was informed that Target ECO 20, ensuring that tourism was a focus for the Economic Development Team, was expected to be achieved in the next quarter. Members welcomed this. Cabinet was also informed that Target RES 11, to increase Social Media posts to at least 180 per quarter, was now well embedded. Consequently, the report recommended that it now be monitored at a Service Plan level. Members endorsed the approach.

Derbyshire Homelessness Out of Hours Service

Decision:

RESOLVED - That Cabinet endorsed Delegated Decision DD/047/21/LP to commission a new Homeless Out of Hours service, in conjunction with 8 other local authorities in Derbyshire.

 

REASONS FOR DECISION - To ensure that a Homeless Out of Hours Service is in place to protect vulnerable people when the Council offices are closed.

 

OTHER OPTIONS CONSIDERED AND REJECTED - The option to provide the service in-house was considered but rejected, for the reasons specified in the report.

 

This is a Key Decision.  The call-in period for the decision will run until Monday 20 September 2021

 

 

Minutes:

Cabinet was asked to support a Delegated Decision to commission a new Homeless Out of Hours Service in conjunction with eight other Derbyshire local authorities. The reasons for the Decision were explained to Members. Cabinet discussed the Delegated Decision and agreed to support it.
