Under the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 the Council is required to publish notice of reports containing Exempt information or proposing Key Decisions at least 28 Days before the Decision. When it cannot do this the Council is required to publish an Urgency Notice, explaining why the decision needs to be taken and cannot be delayed until the next meeting. The Chair of the relevant Scrutiny Committee is also informed of this.
