Notice is hereby given in accordance with Regulation 5 and 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that reports containing Key and Exempt information will be considered by Cabinet, at its meeting on Thursday 29 February 2024. Notification of this Key and Exempt Decision was not published on the Council’s website 28 clear days before it was due to be considered by Cabinet, as is required by these regulations.

 

   Purpose of the Reports

 

   The Future of the Housing Revenue Account Car Parking Strategy

 

Following on from an extensive review, Cabinet will be asked to progress specific aspects of the Housing Revenue Account (HRA) Car Parking Strategy, as appropriate.

 

   Reason for urgency:

 

A significant amount of officer time and resources has been expended in order to develop specific schemes through to the Planning stage. There is a danger that if action is not now taken to take forward appropriate schemes in the near future, then these resources would be lost and the improvements to parking through the Housing Revenue Account would not be achieved.

 

This report is exempt, and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

 

    Clay Cross Town Deal Town Centre Contractor Procurement

 

Cabinet will be asked to enter into a contract with a procured construction company to deliver the Clay Cross Town Centre Regeneration Scheme, a core element of the Clay Cross Town Deal Programme.

 

 

 

 Reason for urgency:

 

The notice of this decision was delayed as a result of necessary work on this project and could only be published 26 days before the decision was to be taken rather than the 28 days required by statute. If the decision to procure a preferred supplier is not now taken then it would significantly impact on the ability to deliver the Town Centre Regeneration Scheme, with the consequent risk that unspent Town Deal Funding may have to be returned.

 

This report is exempt, and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

 

The Chair of the Communities Scrutiny Committee has been informed of the Key Decisions to be taken in respect of these exempt reports at the above meeting of Cabinet.
