The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

Notice is hereby given in accordance with Regulation 5 and 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that a report containing exempt information will be considered by Cabinet, at its meeting on Thursday 03 March 2022. Notification of this Exempt Decision was not published on the Council’s website 28 clear days before it was due to be considered by Cabinet, as is required by these regulations.

Purpose of the Report

To enable the Joint ICT Service to protect the Council and partner authorities from ransomware and other cyber-attacks on their electronic Information and Communication Systems. 

Compliance with the requirement to give 28 clear days’ notice in accordance with the above Regulation is impracticable as the matter is urgent and cannot reasonably be deferred.

Reason for urgency: To enable, with the agreement of the other partner authorities, new operational arrangements to be put in place which would increase the overall capacity of the service and help ensure its greater resilience.

This report is exempt and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraphs 3 and 4 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

The Chair of the Growth Scrutiny Committee has been informed of the Key Decision to be taken in respect of the exempt report and has consented to consideration of the report being held in private at the above meeting of Cabinet.
