The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

Notice is hereby given in accordance with Regulation 5 and 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that a report containing Exempt information will be considered by Cabinet, at its meeting on Thursday 28 March 2024. Notification of this Key and Exempt Decision was not published on the Council’s website 28 clear days before it was due to be considered by Cabinet, as is required by these regulations.

   Purpose of the Reports

   Rykneld Homes Limited Senior Management Team Review

   The report is to inform Cabinet, in line with clause 20 of the Management Agreement, of a review of the Senior Management Team Structure at Rykneld Homes.

    This a Rykneld Homes Limited Board decision not a Council decision but RHL’s Board are required to inform the Council of any material change to services under Clause 20 of the contract.

   Reason for urgency:

    The review, which is being externally led, is being performed to ensure that RHL’s senior team can effectively deliver the additional requirements set out in the Consumer Standards which come into force on 1 April. This is timely since the Council/RHL have been selected for inspection in the first quarter of the new regime. 

    Notice of the forthcoming Decision was published on the Council’s website 26 days before it was due to be taken.

This report is exempt, and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraphs 1 and 2  of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

The Chair of the Communities Scrutiny Committee has been informed of the Key Decisions to be taken in respect of these exempt reports at the above meeting of Cabinet.
