Notice is hereby given in accordance with Regulation 5 and 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that reports containing Key and Exempt information will be considered by Cabinet, at its meeting on Thursday 29 June 2023. Notification of this Key and Exempt Decision was not published on the Council’s website 28 clear days before it was due to be considered by Cabinet, as is required by these regulations.

 

Purpose of the Report

 

Purchase of Preperty, North Wingfield

 

           Cabinet will be asked to agree the purchase of a property for use as temporary accommodation within the Council’s Homelessness Service. This will enable the Council to reduce its reliance on hotel expenditure in order to fulfil its statutory obligations under Part 7 of the Housing Act (Homelessness Reduction Act 2018).

 

Reason for urgency:

 

           If the Council does not complete the purchase of the property then it could be purchased by another landlord. This would both remove the opportunity to provide appropriate temporary accommodation as part of the Homelessness Service and potentially create community safety and anti social behaviour problems associated with the site.

 

Compliance with the requirement to give 28 clear days’ notice in accordance with the above Regulation is impracticable as the matter is urgent and cannot reasonably be deferred.

 

The timing of the decision cannot be delayed due to the need to complete the purchase.

 

This report is exempt and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraphs 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

 

The Chair of the Communities Scrutiny Committee has been informed of the Key Decision to be taken in respect of the exempt report at the above meeting of Cabinet.
