RESOLVED – That Councillor Richard Welton be elected Chair for this meeting of the General Licensing Sub-Committee.

Members confirmed receipt of the procedure to determine taxi and private hire matters.

Members considered the procedure for determination of exemption from the requirement to install CCTV in licensed vehicles.

To consider any other matter which the chair of the Sub-Committee is of the opinion should be considered as a matter of urgency.

RESOLVED – That the public be excluded from the meeting during the discussion of the following item(s) of business to avoid the disclosure to them of exempt information as defined in Paragraph 1 & 3, Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006. 

To consider whether to grant an exception from complying with the requirements of the Taxi Licensing Policy: Hackney Carriage and Private Hire Vehicle (CCTV Supplement).

The applicant was present at the meeting and confirmed receipt of the report and procedure to be followed at the meeting.

The Sub-Committee requested to Licensing officers that the issue of whether or not damage to the CCTV cameras could void the warranties should be clarified after the meeting.

The Sub-Committee considered the report of the Environmental Health Team Manager (Licensing). The purpose of the report was to consider whether to grant an exception from complying with the requirements of the Taxi Licensing Policy: Hackney Carriage and Private Hire Vehicle (CCTV Supplement).

RESOLVED - Grant the exception for any vehicle operated by the applicant with a plate exemption, subject to evidence being provided to the Council (to be considered by the Licensing Manager and the Chair) that the identified vehicles are used for 100% Executive transportation (as defined in the Council’s policy).

v    To consider whether an applicant is ‘Fit and Proper’ to hold a Hackney Carriage/Private Hire Vehicle Driver’s Licence – Mr R – Rotherham.

The Sub-Committee considered the report of the Environmental Health Team Manager (Licensing). The purpose of the report was to consider whether the applicant was ‘Fit and Proper’ to hold a Hackney Carriage/Private Hire Vehicle Driver’s Licence.

RESOLVED - GRANT the licence.

v    To consider whether an applicant is ‘Fit and Proper’ to hold a Hackney Carriage/Private Hire Vehicle Driver’s Licence – Mr R – Sheffield.
