Decision:

To undertake work at the former Locko Brook Depot including supply and erection of a Palisade fence, backrfilling excavations undertaken by intruders on the site, cap manholes with bolted down metal covers, asbestos sweep of adjacent footpath at a total cost of £15,400.

Reasons for the decision:

The fence at the former depot has been cut in a number of areas and there is evidence of public incursion onto the site. The existing structures on the site have been damaged, while unauthorised excavations and removed manhole covers present clear risks to any unauthorised persons on site.

While a longer term solution to the site is required we need to address the immediate safety concerns as a matter of urgency.

Alternative options considered:

To develop a longer term plan for the site prior to undertaking any remedial work. Given the condition of the site it is important that public access is limited at the earliest possible opportunity and that the highest risk areas of the site are addressed as a matter of urgency. The work outlined in this report will achieve those objectives and is a necessary first step in implementing any longer term solution.
