Decision:

Approval is granted to extend the Corporate Property Estates Maintenance Contract with Gary Fletcher (Surfacing) Ltd from 1st December 2020 to 30th November 2021 with a 10% increase in the Schedule of Rates.

Reasons for the decision:

As per Cabinet minute number 452 of 19th December 2018, Gary Fletcher (Surfacing) Ltd were awarded the Corporate Property Estates Maintenance Contact 2018-2020 with the option to extend for a further 3 years to be reviewed at each anniversary and mutually agreed between both parties. This may include an agreed % increase of Schedule of Rates.

The quality of work, response time and overall contract performance have been good over the two years of this contract, in addition Gary Fletcher (Surfacing) Ltd was assessed as the most economically advantageous tender when the work was originally tendered.

Based on NEDDC Engineers’ standard pricing model, as used to evaluate tenders in 2018, the current Contractor would remain the cheapest tender compared to other prices submitted in 2018 even with a 10% increase in years 3, 4 and 5.

Alternative options considered:

Go back out to tender. Due to good contractor performance and value for money assessed against the original tenderers, this option was rejected due to workload involved and timescale required to retender and it is unlikely to secure a more beneficial package.
