Decision:

To proceed with an invitation to tender to commission an organisation which provides at least one Link Worker, working closely with existing Young People’s Social Prescribers, to establish appropriate activities, groups and networks help to support young people (11-18, up to 25 for SEND) with their mental health and wellbeing.

The value of the tender is £100,000 over two years.

Reasons for the decision:

The Healthy NED Partnership’s Commissioning Group have agreed to commission this project which is a preventative approach to equip children and young people with the tools and skills to manage future mental health and wellbeing issues. The aim is to also reduce social isolation, build confidence and increase aspirations.

There is a focus on working with children and young people with complex social needs, on a CAHMS waiting list, are NEET or lonely and isolated. However, referrals will not be limited to these cohorts.

This is fully funded by DCC Public Health via the Healthy North East Derbyshire Partnership and will not have any financial implications on NEDDC. The specification has been developed in conjunction with DCC Public Health and HNED Commissioning Group.

Alternative options considered:

The alternative option would be to proceed with an open grants round. However, this may lead to the project being delivered by several organisations working independently and would likely reduce the impact of the project and achievement of outputs and outcomes.

By commissioning one organisation or consortium group, there will consistency in approach and delivery which will maximise the benefits of the project.
