Contract Procedure Rules. 4.1 Subject to statutory requirements tenders need not be invited in accordance with these Rules in the following cases:- (d) The contract is for the execution of work or the supply of goods or services certified by the appropriate Senior Officer to be required so urgently as to preclude the invitation of tenders.
