The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

 

 

Notice is hereby given in accordance with Regulation 5 and 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that reports containing Key and Exempt information will be considered by Cabinet, at its meeting on Thursday 24 November 2022. Notification of these Key and Exempt Decision was not published on the Council’s website 28 clear days before they were due to be considered by Cabinet, as is required by these regulations.

 

Purpose of the Reports

 

(a)   Clay Cross Town Deal Outlines Business Case Town Centre Regeneration (Local Assurance)

To provide Cabinet with the Clay Cross Towns Fund Town Centre Regeneration Business Case, so that once the business case assurance has been received the necessary documents can be finalised to a ‘Ready to Proceed’ to implementation position.

 

(b)      Clay Cross Town Deal Outline Business Case Low Carbon Challenge Fund (Local Assurance)

To provide Cabinet with the Clay Cross Towns Fund Low Carbon Challenge Fund Business Case, so that once the business case assurance has been received the necessary documents can be finalised  to a ‘Ready to Proceed’ to implementation position.

                                               

 

Reason for urgency:

 

Compliance with the requirement to give 28 clear days’ notice in accordance with the above Regulation is impracticable as the matter is urgent and cannot reasonably be deferred.

The timing of these decisions cannot be delayed due to the deadlines imposed by the Department of Levelling Up Housing and Communities (DLUHC).

 

These reports are exempt and it is proposed that it be considered in private to avoid the disclosure of exempt information as defined in paragraphs 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006).

 

The Chair of the Growth Scrutiny Committee has been informed of the Key Decision to be taken in respect of the exempt reports at the above meeting of Cabinet.
