Decision:

To undertake a fast track procurement process in order to contract additional suppliers able to meet the Councils’ CCTV in Taxis specification.

To advertise a RFQ opportunity following the accelerated procedure allowed for in procurement procedures, with a 10 day submission timescale.

To directly alert known suppliers, likely to be able to meet the specification, of the opportunity in order to maximize competition opportunity.

Reasons for the decision:

To offer choice and competition and assist with the roll out of the policy in a timely manner, noting that the existing sole supplier, contracted following a previous full ITT process, is experiencing difficulty with meeting expected timescales.

The Councils have set a 6 month window for the installation of CCTV, which began in November 2022.
Conducting a further full ITT would be unlikely to see additional suppliers contracted to undertake installations within the remaining time period.

It seems likely that without additional suppliers, completion of the installation programme within the timescale set would not be possible.

Taxi drivers, vehicle owners and their representatives also assert that choice should be available (it is they who pick up the costs of CCTV installation in their vehicles).

Alternative options considered:

To suspend the existing installation programme to allow time for a full ITT. This option would not meet the timescale set by the Councils, who have resolved to see CCTV installations progress within the 6 month window described.
