To agree to the appointment of Bloom Demolition & Excavation to carry out demolition works at North Wingfield and Mickley

Reasons for the decision:

The demolition of 20 properties, all of which have been deemed either structurally unsound or beyond economical repair, is required to facilitate redevelopment and stock management by Rykneld Homes. 16 of the properties are in North Wingfield and are being demolished as part of planning 22/00057/FL, which will provide 70 new properties. The remaining four are in Mickley and have been condemned so are being demolished as they are not structurally sound. The plot vacated by one pair will be surfaced to provide additional parking and the other will be considered for sale or redevelopment at a future date.

A full tender was carried out for the works and six responses were received with costs ranging from £89,000 to £262,000. Following the evaluation of the tender, Bloom D&E were shown to be best value and satisfy all quality and due diligence criteria.

Alternative options considered:

Not carry out the works. This was rejected as the works are required to facilitate a large scale development on one site and improved parking at another. Failure to carry out the works would mean the development work could not go ahead and structurally unsound properties would remain in the Council’s housing portfolio.
